Informe del Relator Especial sobre Libertad de Opinión y Expresión (ONU) |
El Relator Especial sobre la Promoción y Protección del Derecho a la Libertad de Opinión y de Expresión de la Organización de las Naciones Unidas (ONU), David Kaye, elaboró su primer informe para el Consejo de Derechos Humanos de esa institución. El mismo se refiere al uso de la encriptación y el anonimato en las comunicaciones digitales.
El documento sostiene que la encriptación y el anonimato son herramientas que les permiten a los individuos ejercer sus derechos a la libertad de opinión y expresión en la era digital, por lo tanto deben ser fuertemente protegidos por los estados.
El informe contó con la colaboración de diferentes organizaciones - el Centro de Estudios en Libertad de Expresión y Acceso a la Información (CELE) entre otras-, que analizaron las particularidades de países de América Latina, Asia, África y Medio Oriente en la materia.

ACERCA DEL CELE
El Centro de Estudios para la Libertad de Expresión y Acceso a la Información (CELE) fue creado en el año 2009 en el ámbito de la Facultad de Derecho de la Universidad de Palermo con el objetivo de proveer de investigaciones y estudios rigurosos a sectores de la sociedad civil, periodistas, instituciones gubernamentales e instituciones académicas dedicados a la defensa y a la promoción de estos derechos, especialmente en América Latina. La creación del CELE responde a la necesidad de construir espacios de debate y estudio dedicados a reflexionar sobre la importancia, los contenidos y los límites de estos derechos en la región. Para esto, el centro se propone dialogar y trabajar en conjunto con otras unidades académicas del país y de Latinoamérica.
El CELE tiene como objetivo principal que sus investigaciones se constituyan en herramientas útiles para periodistas, instituciones gubernamentales, sectores privados y de la sociedad civil dedicados a la defensa y promoción de estos derechos, especialmente en América Latina. Teniendo en cuenta este objetivo, además de los estudios que considere necesarios, el centro encarará investigaciones solicitadas por estos grupos.
La directora del CELE es Agustina Del Campo. Es Abogada y tiene una Maestría en Derecho Internacional y Derechos Humanos de American University. Antes de asumir como Directora del CELE en 2016, se desempeñó como investigadora principal en el CELE en proyectos vinculados con la criminalización de la expresión, el acceso a la información y los derechos humanos en Internet.

Report of Special Rapporteur on Freedom of Opinion and Expression (UN) |
The Special Rapporteur for the Promotion and Protection of the Right to Freedom of Opinion and Expression for the United Nations, David Kaye, produced his first report for The Council of Human Rights for the UN. It referred to the use of encryption and anonymity online.
The document argues that encryption and anonymity are the tools that permit individuals to exercise their right to freedom of opinion and expression in this digital age, and for this reason we should be strongly protective of these rights.
The report included collaboration with different organizations — The Center for the Study of Freedom of Expression and Access to Information (CELE) among others— that analyzed the particularities of countries in Latin America, Asia, Africa and the Middle East in the field.

ABOUT CELE
The Center for Studies on Freedom of Expression and Access to Information (CELE) was founded in 2009 at the Palermo University Law School with the objective to provide rigorous research and studies to sectors of civil society, journalists, government institutions and the academic community that are dedicated to the promotion of those rights, primarily in Latin America. CELE was created in response to a need to construct spaces for debate and study dedicated to reflecting on the importance and the limits of freedom of expression and access to public information in the region. In order to accomplish this, the center proposes to create dialogue and collaborate with other academic entities in Argentina and in Latin America.
CELE's principal objective is to produce reports that can be useful tools for those journalists, governmental institutions, and members of the private sector and civil society that are dedicated to the defense and promotion of these rights, especially in Latin America. In accordance with this objective, CELE will undertake research at the request of the aforementioned groups in addition to undertaking studies that CELE considers to be necessary.
CELE'S Director is Agustina Del Campo. She is an argentine lawyer with an LL.M. in International Legal Studies and a specialization in Human Rights Law from American University. Before being appointed as CELE's Director in 2016, Agustina has been a senior researcher with CELE on several projects related to criminalization of speech, access to information, and human rights and the internet.
